Executive chef Ji Peng Chen, who spent decades cooking in New York's Chinatown and Queens, runs the kitchen at this Chinese restaurant in the IBC Bank Plaza on West 5th Street downtown. In the bar area on weekdays from 4pm to 6pm, hot and sour soup is $2, pork belly bao are $6 a pair and house wine and five cocktails including a rum punch are $5. Sundays bring dim sum brunch from 11am to 3pm.
