Inside Penn's View Hotel on North Front Street in Old City, Panorama pairs an Italian dining room with a wine bar pouring over 150 wines by the glass from a Guinness-record dispensing system. Saturday from 3pm to 4:30pm, at the bar only, select wines and small plates or pasta are $6 each and flights are $7 off. Just 3 of 45 other Philadelphia happy hours on file also run a single day a week.
