California happy hour laws
Happy hour is legal in California with no limits on hours or prices. Free drinks are banned, and the state's alcohol regulator treats two-for-one and all-you-can-drink offers as free goods, which are not allowed.

The rules
-
A licensee may not give any premium, gift or free goods in connection with the sale of alcohol.
-
The same free-goods ban appears in the ABC's rules.
-
The ABC says advertising "buy one, get one free", two for the price of one, or "all you can drink" is against the law.
